Job Description

The position is located in Sells, AZ.

Position Summary:

Under limited supervision, accomplishes the department's objectives by administrating, coordinating, and supervising all grant-writing activities. Performs complex research, analysis and grant development work to identify sources of grant funds to support existing and new programs/projects.

The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects.

Essential Duties and Responsibilities:

  • Writes and edits proposals, completes literature reviews, and prepares grant applications that include measurable objectives, goals, methodology, and evaluation techniques.
  • Coordinates grant activities with other departments and/or governmental agencies.
  • Coordinates and administers grant application activities with other departments and other agencies; supervises grant application development process.
  • Provides program outreach including information and identifying potential projects to support existing and new programs/projects.
  • Prepares and presents information and analysis at workshops and meetings for tribal leaders.
  • Plans, organizes, and conducts meetings for the public to provide information and education about grant funding sources.
  • Manages grant application preparation efforts to ensure activities are staying within timeframes and other requirements.
  • Prepares analytical reports on funding availability and potential projects.
  • Prepares educational materials for distribution to tribal members; provides assistance to departments in identifying and obtaining grant funds.
  • Maintains contact and monitors federal and state laws and regulations regarding grant funding to ensure compliance with applicable laws.
  • Develops, implements and communicates departmental policies, procedures, regulations, guidelines, goals and objectives.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing networks; conferring with representatives of contracting agencies and related organizations.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of principles and practices of grant and budget preparation.
  • Knowledge of research methodologies and data analysis.
  • Knowledge of tribal, state, federal and private funding mechanisms.
  • Skill in analyzing, interpreting, editing, and reporting research findings and making appropriate recommendations.
  • Skill in assessing needs and identifying potential sources of grant funding.
  • Skill in interpreting and utilizing governmental laws, rules, and regulations as they apply to grant preparation and administration.
  • Skill in understanding and interpreting budgets consisting of multiple funding sources.
  • Skill in the use of automated information systems for database management, report generation, graphics and visual representation of data.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in budget preparation and administration.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to create and present effective speeches and presentations.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to maintain privileged confidential information.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules.

Minimum Qualifications:

  • Bachelor's Degree in Public or Business Administration, and two years' work experience in grant writing, researching grant programs, analyzing grant requirements, identifying qualified grants, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.

Licenses, Certifications, Special Requirements:

  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
