Job Description and Duties

About this Role:

Under the supervision of the Staff Services Manager I (SSM I) in the Dental Policy Unit of the Policy and Fiscal Services Section, Medi-Cal Dental Services Division (MDSD), the Staff Services Analyst (SSA) performs analytical assignments of average complexity related to the Medi-Cal (Medicaid) dental program.  These duties include policy research, development, and implementation; evaluation of proposed dental policy and ideas; analysis of pending legislation and drafting of bill analyses; promulgation of regulations; review, research, and analysis of the cost, duration, scope, quality, and/or methods of providing Medi-Cal dental benefits to beneficiaries in a timely and cost-effective manner.

Assist in developing, reviewing, analysis, writing, continuous monitoring, and evaluating the implementation of program policies, including evaluation of other state Medicaid policies.  Assist in the development of policy to ensure compliance with the current provisions of law, regulations, and established dental policies, including, but not limited to: State Administrative Manual, Budget Act, governing statutes, other state Medicaid programs, and state control agencies. Consult with other units within MDSD, Office of Legal Services (OLS), management, and subject matter experts on policy-related issues. Develop solutions and make recommendations to address challenging policy situations. In cooperation with MDSD program staff, define policy criteria and justifications. Attend and/or facilitate meetings with MDSD program staff as well as internal and external stakeholders, including contractors as appropriate to discuss dental policy. Provide technical assistance on policy requirements and limitations when developing new policies. Draft and coordinate responses to dental inquiries on matters such as federal and State audits, legislative requests, Medi-Cal program policies, bill analyses, and adopted legislation. Gather and analyze data to make appropriate recommendations to determine the potential program impact and necessity for policy changes.

Telework Information

Non-Exempt Positions:

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
