Job Description

The Oregon Department of Justice is seeking to hire a Business Analyst (Operations & Policy Analyst 2) to serve on its Legal Tools Program Team. The goal of the program is to remove obsolete systems for case management, timekeeping, and billing – systems that are at or nearing end-of-life and will soon become unsupportable – to be replaced with a modern integrated platform that will facilitate better data for analysis, improved productivity and reliability, and a unified user experience, the benefits of which will extend well past the end of the program. Our best candidates will be skilled in conducting interviews for requirements elicitation. They will be able to quickly identify follow-up questions that must be answered, interpret responses, and effectively document business and operational processes. In later stages of the program, this person will develop testing scenarios for technical and user acceptance, participate in the testing of systems to verify functionality, provide assistance to the technical team, and provide training support during all phases of the system selection and implementation—candidates with technical writing skills are preferred. Most importantly, our best candidates will be friendly and approachable and able to foster essential business relationships with people of all backgrounds.

At this time, the position is Limited Duration through June 30, 2025, but is likely to be extended or changed to permanent in the future. A developmental, work-out-of-class, or underfill (until MQs can be met) rotational opportunity may be possible if the best candidate is internal and a rotation won’t negatively impact the business.

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills AND two (2) years professional-level evaluative, analytical and planning work.

  • Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.
